What are these for?

They're compatible with AC New Leaf if you have an NFC reader ^-^ you can invite a villager/NPC to the campsite and buy stuff from them and ask the villagers to move in, if I remember correctly!
 
I recently explained a related question like this, so here it is for you as well:

1-4 Series Cards; NPC villagers can give you their photo (once per-character). Regular villagers can be moved in on demand. If you are not doing either, you can ask for a random item. I am not sure if this is 1-4 series and misc. promo exclusive, as I never would use the option for other types.

Welcome Amiibo Series Cards; Will summon an RV at your campground. Villagers can be moved in on demand at their RV.

Sanrio Series Cards; Will summon an RV at your campground. Villagers can be moved in on demand at their RV. They cannot be moved in when summoned by outside towns.

Misc. Promo Cards; Functions the same as 1-4 series cards.

After moving in RV Amiibo villagers, you can no longer summon their RV. Scanning villagers in will negate the villager cycle. The fewer Amiibo villagers you have, the less often they will want to move. You may make one Amiibo request per-day per-town.

As said above, they can be used to summon villagers in HHD to build their homes or summon them on other lots. This only works with series 1-4, misc. promos, and figures; anything else will crash the game when scanned! Some cards and figures unlock special items when scanned.

On the 3DS XL, I've seen people touch the bottom screen with it the amiibo series cards, does that work without the NFC reader? Thanks for your fast response by the way.

You as well, thanks for the fast response! By the way what's the main aim of these cards and do all the cards you mention work on welcome to amiibo or do i need the game just new leaf? What's your thoughts on the NFC reader and what's that really for?

No problem, glad to help! :)

As for the aim; they add a lot of content to the game! The Welcome Amiibo update is basically an expansion for the original game. If you have a copy of New Leaf, you will need to download the (free) Welcome Amiibo update to continue playing. (In stores nowadays they just sell the game with the update already implemented.) And yes, all cards mentioned above are compatible.

I have an NFC reader myself as I have an older 3DS, the battery life on it is great and it is very useful for scanning in Amiibo figures and cards. If you have a New Nintendo 3DS/2DS, you do not need to NFC reader as you can scan them on the systems lower screen!
