Yep. Especially considering that in New Leaf the game generated a date where the villager would move out. In New Horizons notice that they won't give you any dates and the villager would just move out the day after if you let them go.
This is awesome news to me!! I'd almost avoid touching New Leaf at times because I knew the moment I loaded up my game, there would be SOME villager that I loved which automatically moved for the sake of a rotation I didn't even ask for. So glad I'll keep any villagers I want in my town now.
I’ve heard something to the effect that if you complain about the same villager to Isabelle for 3 days in a row it will force them out. Has anyone tried this and can they confirm?

Yep. I took a break from New Leaf for about a month after playing non-stop for almost a year and a half and just never could bring myself to load up the game and ended up just deleting my save file and starting over because I knew one of my villagers would have been moved out and I loved them all. Lol.
