Hello! Welcome to TBT! Cycling is the process of switching out one villager for another. I definitely recommend checking out New Neighbor Network and the Looking For Thread. People sell and trade villagers there all the time!
 
Could you give me an example to further explain?
Sure! For example, if I have Lolly on my island and she asks to leave or I use an amiibo to kick her out and bring in, say Erik...I might keep Erik for a while until he asks to leave or wait until another villager asks and bring in someone else. And the process just keeps going. I guess it doesn't have to keep going, as you can deny a villager's request to leave.

So what would it be called if I had a villager in boxes and I wanted to trade it for a different villager instead of bells or items

that's just trading! cycling is if you're continually moving villagers in and out one after the other, usually involving tting, as opposed to just waiting for villagers to move out

A single instance would be a trade, but I consider cycling to be a pretty big umbrella, probably more than most people, since I run a villager shop.
 
I think the term Cycling came from New Leaf pre welcome amiibo. You couldn’t villager hunt or scan amiibos so people would have towns where they let villagers move in and out as fast as possible (= cycling villagers) and they’d list who was currently in town and people could reserve them to buy with TBT or something ^^
 
Can you cycle if both villagers are in boxes on the same day?
You need an empty plot to invite a villager, meaning that a villager has to ask to move out then you need to travel a couple days ahead so that they go into boxes one day and then the next they're gone and their house turns into a empty plot. If you have both have villagers in boxes already, it's too late to pick up both of them.
