Sure! For example, if I have Lolly on my island and she asks to leave or I use an amiibo to kick her out and bring in, say Erik...I might keep Erik for a while until he asks to leave or wait until another villager asks and bring in someone else. And the process just keeps going. I guess it doesn't have to keep going, as you can deny a villager's request to leave.Could you give me an example to further explain?

You need an empty plot to invite a villager, meaning that a villager has to ask to move out then you need to travel a couple days ahead so that they go into boxes one day and then the next they're gone and their house turns into a empty plot. If you have both have villagers in boxes already, it's too late to pick up both of them.Can you cycle if both villagers are in boxes on the same day?
