I emagine when you get to the town hall when you arive, the Pelly or Tortimer will speak to you about him having to go somewhere for a reason, possibly he goes off to be mayor of another town, or something.

Or, maybe he'll just be a vilager and when you talk to him, he'll talk about his old career of working as Mayor.

And my last idea, He get demoted/he retires to the new secutary that you get when you start the game! Thats probably the best idea in my opinion - if its true or not, we don't know
