what happenes when it reaches 1 or 100 also how does it get rasied

Warn levels are given by multiples of ten when you do something wrong the breaks the Forums rules. Generally, the percentage doesn't matter, but the higher the percentage you have, the worse the consequences will be if you break a rule.

Staff members can raise or lower your warn level at any time.

You can see the level, however you can't see the reasons. If you are warned, you will always be sent a PM with the reason why.
