When do villagers spawn on islands again?

Hi! I just unlocked the ability to put down housing plots, but I put one down and didn't seem to find any villagers on islands? Do villagers stop spawning after you get your beginning 5?

When you have a plot of land open for villagers to buy

There may not be a 100% for finding them too.

The game forces you to move in your first camper before you can progress, so maybe that has to happen first? That the first plot is reserved for the camper, but I'm not sure if you can even get it before meeting them. Like I put down all plots possible and iirc the villagers only showed up again when I invited my first camper. There was a time before that where none showed up.

Hm.. I set up a new plot the day after my camper moved in, but maybe I just didn't visit enough islands or wait long enough ^^

Hmm, that's weird. Maybe you need to finish a conversation with Nook first or something?
