None of the targets in my area ever have any available. Are there any online stores that sell them for a reasonable price? Even blind packs are okay

I've bought many amiibo cards off of ebay with no issues so far. Just check to make sure they are listed as official ones and not custom NFC cards/chips.

I bought all my cards from here...They are 100% official and complete . The only thing is you have to buy the complete box so no individual packs.

I'm too poor to deal with pack RNG so I just buy specific cards (not official ones) off of ebay.

Those eBay prices are a bit high for me. I hope I am able to pick some up in store. I’ll be that person at target who’s there right when it opens. Lol.
edit: maybe try GameStop or BestBuy?

Where are the Amiibo cards usually located at like Target when they have them in stock? Is it in the electronics department near the switch games and stuff? Or is this something that you'll find up front towards the cashiers with all the other trading cards?

Yep. My Target puts them in the glass case along with other Switch stuff that they put in the glass case, like the consoles, the big Ring Fit Adventure box, etc, so if yours does that too you'll have to ask an employee to get them out for you.
