Which villager do you feel is the most common?
I'm not sure if villagers have a common-to-rare system, but if there is, personally I feel Nana is really common because I've gotten her in 3 of my towns. I'm honestly tired of seeing her.

Shari for sure. I had her, and after 3 months of trying to move her out, she left. Well after the 16 villager cycle, she moved into my town again! Luckily, she moved out pretty quick.

Apollo, I've had in both City Folk and Wild World. I had him in a earlier New Leaf town too, but not my current one. I kind of miss him.
Alli is common too, but she can just go as far away from me as possible he he he

Getting particular villagers when resetting a new town is completely random.If you're getting the same villager multiple times it's just bad luck.But if you're talking about which villagers people choose to have in their towns,I'd say this is a fairly accurate list:

-Rosie

Hm, I can't really say I have a villager that follows me everywhere and I would consider "common". I mean I guess all the cutesy pastel villagers like Julian, Marshal, Diana, etc. Ducks and Horses seem to like me though.

Benedict for me. When I restarted I got him 5 times in a row as a starter and then when I chose a map, he moved in later. I wish I was exaggerating
He also was in my ACWW towns a lot too.
