So all of you know by now that your character is apparently a mayor? Why weren't you informed about this beforehand? Here is a list of pictures of the suspected "mayor" who was originally supposed to take the position. Cast your vote WITH an explanation why you think ?????? fits in with the story about what happen before you boarded that train, while you were on it, and after you walked off the train. Whats the story? What is the truth? Why is Isabelle doing all of the mayor duties while you sit there and mod your head "yes" or "no"

I've always had this theory that Isabelle was to be the mayor, but she got a little afraid and since she knew the Villager was the next person to move to town, she claimed them to be the mayor.
 
I always felt it was Rover because he's so eager to get to know you like he is some sort of spy or something, like:

"Oh you're going to next town?" HAHAHA I was gunna be the mayor but now I'm gunna make this fool do it!

Or something like that. Either that or Kapp'n because he'd be the next in line after Tortimer I'd think but he was more interested in the sea and being free and not having to take care of the town.

Didn't Tortimer say that his son was supposed to come in the train and be the mayor? I feel like he said that to me when I was unlocking the island. If thats not the case, I always thought Isabelle could have been the mayor. Maybe there was a mix up!
 
I really has a big crush on Kapp'n since the the original GameCube version. But he broke my heart and fell in love with another kappa. Also I agree, he always talked to you about personal affairs...and he always interrogates your love affairs for some reason. And that creepy lilt Rover. he ALWAYS stalks you! He really is like a spy!
 
I always believed that Isabelle was supposed to be the mayor of the town. She's really sweet to me <3.

nah yo it had to be Rover.... here's my theory

lets review the facts! Isabelle and 3 villagers are expecting and put together a ceremony to welcome the new mayor who is getting off a certain train at a certain time. Isabelle believers would think "oh she put it together as a cover" but Isabelle doesn't seem like that type. she is too nervous and innocent throughout every other aspect of this game to make me think she has the cunning to pull off something like that. Not to mention 3 other villagers are pulled into this too, so not only does she believe the mayor thing, but 3 other villagers are pulled into this theory too, strengthening the idea that the 4 of them honestly believed the mayor was getting off that train.

So who was on this train? You and Rover. As if not enough evidence already let's delve deeper. Who goes up to strangers on trains, planes, or any type of transit? especially if you are the only two on it? absolutely no one, unless they have a motive for doing so. He knows you are coming to town on this train as a new citizen and gets aboard it to find out stuff about you and makes sure you are fit for the job. Wouldn't someone as prominent as a mayor-to-be know when new citizens are moving to town? I think so

Now I know what you're thinking, but he doesn't know anything about the town on the train and asks you to show him the map! But lets first look at the character of Rover. His sense of humor seems more developed than a lot of people, certainly more than isabelle, villagers, and like everyone else you meet. No one else uses sarcasm better in this game than Rover in like all the different options you pick. So if anyone can act like they don't know you and act like he is asking you questions, I would put it on him, it is definitely in his character. We also know he's good at using context clues too as he notices and acts based on looking quickly at a train ticket you are holding. All of this points to someone who is a little shady and definitely able to put together this plot.

The map thing and his lack of knowing the town is red flag, but like we said he is capable of faking being surprised by you telling him things he already knows. and if you think about it he gives you 4 maps where you "show" him the right one for the town... but homie had the map the whole time and knows you are gonna pick the right one, and is trying to cover his tracks by having bogus maps. You always do pick the right map for your town too.

His questions just seem weird too, like wondering how often you've been there and being so concerned when you haven't or exhibit weird behavior like "believing in fate." or he picks up on your humor if you go with trying to keep it a secret, because he knows you are moving.... he always seems to KNOW that you are moving there too. But he also does have a caring side, like his well wishes when you are about to leave the train I think are genuine. He cares for this town and wants to make sure its taken good care of, but he doesn't want to do it lol.

The other thing is the letter you get from a mysterious sender thanking you for being the mayor and to keep it a secret. But how would any other possible candidate know where to send this letter? Based on how its written it would have to be from someone who knows your NAME and knows where you LIVE. All things Rover knows.

The only thing I struggle with in this theory is whether Rover had this premeditated or not, but either way still makes more sense than Isabelle or anyone else being mayor. The premeditated theory is explored above, but even if you happen to be on the same train Rover still has the cunning and personality to pull something like this off, and not get off when he finds someone else who seems nice enough is going to the same town as him.

Why would he do this you might ask? Well lets look at what he says literally right before you get off, that he hasn't done this much traveling since 2002. What Rover loves to do is Rove, or travel... so the prospect of hunkering down to be the mayor of some place wasn't ok for him. He was stuck somewhere between 2002 and now (probably getting the qualifications to be chosen to be a mayor), but now that he can start traveling again he doesn't want to leave it behind.

That's what I think! I may have skipped over something or left something out, so please point out any loopholes, I love talking about lore and backstory stuff like this lol!

Let's be honest, though. Pascal should have been the mayor.
 
Okay I did some research about Rover and it took me an hour digging into these deep mysteries. Throughout the entire Animal Crossing games Rover has actually been stalking you. Why is it that he happens to be on the same ride as YOU? Back in 2002 you always ran into him on the train. You would sometimes run into Blanca if Rover wasn't on the same train as you at the time. But in the original AC why is rover so interested in seeing you every time he gets the chance to do so? He comes into the train booth that you happen to be sitting in, Rover looks around as if he is disoriented. When he spots you he is oddly surprised and than starts talking to you like a creeper. In Wild World he will be sitting in the Cafe and acts all mysterious, he seems to know a lot about you...a little TO MUCH about you...you barely know him and in the eyes of your character he is just an acquaintance. So him asking so many personal questions about you and where you are going is very suspicious. In Animal Crossing: City Folk why did Rover say that he come to "get you" when he heard that you where moving into a new town? Who told him this and how did he find out? In the original Animal Crossing for the gamecube he is friends with Tom Nook and uses him to hook strangers up with new houses. Ummm...wtf? He spent all that time traveling on buses and trains and now he is hanging out in your town in that dark room? Later on you encounter Rover on Kapp'ns bus and keeps asking those same personal questions. And finally we come to New Leaf. Where he is on the modern train and what happens? Yup...he finds you AGAIN! Rover still can't keep up with the time and he makes an excuse that his "watch" gets "thrown off" easily. First of all I will point out that Rover isn't even wearing a freaking watch! Second, he walks up to your character like he's known you for years and starts acting like your best friend. he casually asks you to give him personal information and plays it off like your his freaking buddy. Again, like wtf. This doesn't end here....when your 2nd, 3rd, and fourth character moves in he talks to EVERY ONE OF THEM! Saying how he noticed your ticket to (town's name) and his watch is broken. Seriously Rover, after all of these years fix your damn "watch" There he is sitting creepily next you you throwing maps in your face just like some freaking Tingle wannabe. Like for real! Why does he carry so many maps with him? He doesn't have a bag so he probably stuffs them under his shirt. My theory is that since 2002 Rover has been secretly observing you and planning how he will meet up with you and interrogate you and your friends. Rover is possibly a time traveler because he appears before your eyes without warning, he always so disoriented with the timeline he is in.
 
I've always wondered why Rover is around in ACNL, and I have a theory!

Rover used to start up your town instead of Isabelle. He enjoyed being in charge of starting the town, but really wanted to go somewhere other than the black room that he always stood in. Finally he came up with a plan-He would offer to be the mayor of a town without one. This way, he could get out of the black room and have a job where he could do what he loved to do-be in charge.

Then he gets on the train, finding you in it as well. Being the chatty cat he is, he asks you where YOU are going and what YOUR town looks like. After all this chatting, he completely forgets where he was going. Your town was the only town with no mayor, so Rover was supposed to be heading to YOUR town. After you had left, Rover had it in his mind that he had to head home. So he stayed on the train until he got to City Folk station. Now he is back where he started-the black room in ACCF.
 
I love this thread! I haven't made a theory myself, but I do think Rover was supposed to be the mayor. It'll be interesting to see where he ends up in the next AC game!
 
That little picture of Corntimer is too funny! I restarted my WW town after the Acorn Festival, so I had forgotten about him. I can't wait to see him this year. He gets my vote. LOL
 
celeste should have been mayor! the poor thing had her own observatory in the past and in new leaf she's reduced to a shop girl? no, i do not accept this! #justiceforceleste2016
 
I personally think that Phineas was going to be the Mayor. The reason why I think he fits the profile is because he visits your town from time to time and gives you a badge for achieving a goal that you accomplished. A goal that he could not reach, he didn't have what it takes to be a Mayor so he gave up and gave your all of the responsibilities. Than he comes to praise your hard work and gives you a badge and mentions to your character that he will come again the next time he feels like you done something that contributed to your town. I think he is watching you from the outskirts of the town and trying to give you tiny hints as to whats happening. For example, he used to hand out balloons and toys in the city back in ACCF so it is obviously him who is sending the balloons to float over your town. He's the one that probably makes the Balloon furniture

I don't think Isabelle is the type to do that though.... I mean she gets overwhelmed at a lot of things but just does it, she does't like to shunt things on to other people hence why she is already so overwhelmed. and the villagers know that the person getting off the train already is the new mayor.... so isabelle would have to have lied to them and tricked them about the player/mayor person and I don't think she's capable of pulling something like that off
 
Guys, it was obviously Corntimer.
Think about it. He tricked Tortimer into retiring by tempting him with a fancy tropical island. Then, he couldn't get there on time because he's an old acorn turdle man. So the player would become mayor by default.
And anyway, look at his face.
It is that of pure evil.
