Who was supposed to be the mayor?

Some unknown character we have no idea who it could be. Because in some thread, it's been confirmed that Rover wasn't going to be the mayor.
 
I think it would be cute if it was supposed to be Isabelle. She's so sweet and nervous, maybe she got too anxious about being the mayor and decided to let you take the role instead.

yeah, i can totally relate to this.... i have anxiety irl so i can understand why Isabelle would step down from the podium and give it to us... i mean come on... being mayor is a BIG job i would stress everyday trying to please my villagers (which is what i do in the game anyway execpt i dont stress unless its Toy Day or whatever... i always get sad when they are sick... same with my Tomodachi miis...) anyway i do agree Isabelle is a sweetie and should of been the mayor...

what was the basis for it not being rover?
he's got more of a chance than isabelle.... I mean she would've been a cute mayor, but she's too good at being the assistant
 
I think Isabelle knows something that nobody else knows. When you meet here at the train station she insists that you are the mayor and keeps cutting you off when you try to speak your side of the story. And when you throw a celebration for a completed PWP she always looks nervous and fidgety, does ALL of the talking and never lets you say anything but when you do she quickly cuts you off again. She is seemingly hiding something from the town villagers and she does anything to silence you. While at the same time composing herself to be as sweet and innocent as cherry pie. Isabelle probably knows that there was a mix up or she conducted this whole thing before you arrived. But why would she do all of that? What is the point in all of this?
 
I always felt it was Rover because he's so eager to get to know you like he is some sort of spy or something, like:

"Oh you're going to next town?" HAHAHA I was gunna be the mayor but now I'm gunna make this fool do it!

Or something like that. Either that or Kapp'n because he'd be the next in line after Tortimer I'd think but he was more interested in the sea and being free and not having to take care of the town.

I don't think it's Rover. He doesn't even know what the town looks like on the train, so why would he be the mayor of it?

It can't be Isabelle since the mayor was supposed to arrive by train. Isabelle presumably has been in town a long time before you arrive.

I don't think it's an animal period. How could the villagers confuse you for an animal who was supposed to the mayor? My theory, albeit a silly one, is that Princess Peach was supposed to be the mayor (which kind of makes sense because she's a princess), but then Bowser kidnapped her on the way to your town.
 
Tortimer never retired, he ditched you. He got in a fight with Isabelle, planning ceremonies beforehand and being picky placing PWP so he made a plan with Kapp'n and they both escaped to a tropical island where they remain to this date. The town got so desperate for a mayor they decided to just make one appear, whoever comes out of the train station will be it. After Tortimer found out he invited the new mayor to the island to get Isabelle angry.

I like to think that Toritmer was finally impeached. Seriously, he was mayor for many years and his cheap, lazy ass couldn't build a second bridge or a put in bench? I come to town and within a month, I plant trees and flowers all over, build a bridge, build a campsite, expand the store... What was doing while he was in office?!
 
Gulliver. he got so engrossed about travelling around the world the he neglected his mayor duties and when the office tries to contact him, he's passed out on a foreign beach. because of this, Isabelle has no choice but to target an innocent kid to be the mayor.

Always sort of figured they didn't really intend it to be anyone you ever meet. It was probably a nameless and faceless character who never got introduced at any point in the series.

Rover couldn't recognize the map, the letter basically stated that the mayor would be a newbie to the town and there was no hints in the letter's writing that would suggest who it was. If it was Rover, I'd think they would've at least included a "mya ha!" as a clue somewhere.
