I think that there's a fairly good chance that the N3DS XL version will come out in North America, and here's why:
In a very recent interview Reggie stated that there were more SKUs coming out. However he did not specify whether these would be N3DS XLs or standard sized N3DS.
Reggie states in the same interview that they chose only to release the XL version of the N3DS in the USA because records from the Japanese market showed that people played with the XL more than with the original size. I think that shows that Nintendo America is more inclined to release XLs than regular sized systems, meaning that there's a good chance the ACHHD version will be one of the SKUs.
The possible releases are: blue N3DS XL, LE N3DS XL (for games like Metroid, Triforce Heroes, ACHHD, etc.) and original size N3DS. (Note that these haven't been confirmed, these are simply my own speculations given what's been released in Japan and the previous N3DS trends in NA)
That means the situation is pretty much a win-win for AC fans. If they don't release the LE ACHHD N3DS XL, then they may release the smaller sized N3DS which means that we can import (or buy) ACHHD faceplates among other designs.
Unfortunately I can't speak for any other regions.
