I don't think the returning villagers will be included in Happy Home Designer due to the fact they would have thrown an update to the Happy Home Designer game as well. So unfortunately, no returning Villagers in happy Home Designer.

I don't think they'd be wandering on the street in HHD like any other villager, no, but maybe it'd work if you scanned their amiibo card? Someone found "unused villagers" in the HHD code, so those villagers might have been the new ones. But I don't know.

There are a lot of unused villagers in the game, maybe they could give us an update to have them in the actual game. And of course, it'd be cool if the Welcome Amiibo cards would work in HHD, instead of freezing it, lol

I don't think anything new will be included in HHD. Nintendo is only focusing on earning from all this and I think HHD's time is up; it was created so that players would get the expensive amiibo cards and figures. Nobody would really want to go back there for the new villagers. I highly doubt they would be updating the game.
