That's a link to a thread stickied to the top of Re-Tail. You can also post in there and you may find someone willing to give you one of your dreams. There is also a link to a google document in the very first post, and you can put your name next to villagers you want. So when someone is willing to give their villager away they can look up and see which users want them.

You should really use the Villager Giveaway thread because I was checking it a whole bunch today and I managed to get Marshal for free from someone who has a town specifically for giveaways. You just have to be quick and always watching the thread.
