If in the City you could see people you didn't know and talk to them using the pre set chat lines?
Like a sort of meeting hub.
Also you could meet friends there and watch concerts there.
Also more concerts in the theatre. Just Master Flrillard and Dr Shrunk are boring.
Maybe a bit of KK?
This is where DLC would be great.

DLC isn't meant for big projects liket this unfortunately.
DLC is only capable of giving you new furniture and items.
The only way something as large scale as what you mentioned could happen, is for Nintendo to release a wide-spread online update, that could take hours to be downloaded onto your wii :O
The idea you stated is too big for it to be downloaded via DLC

I mean as in the characters to be sent to theatre could be added all the time as DLC.
I know the whole thing would take one huge update to the game.
