"Yay sports" petition animal crossing? Please help :3

Ok so Tipper from my town asked me to get 6 Signatures for a petition that is "Yay Sports" I have tried to ask the rest of my villagers but it doesn't show up when I talk to them? so I'm Guessing I have to get 6 people from different towns to do it? or do I have to go to another town? I don't know please help

The petition is signed in another town, they mentionit when they give it to you I believe.
