Oh, am I frustrated!
I'm currently plot-resetting for my brand-new town. And it is ridiculous. (Check out the pictures, below!)
The next "Animal Crossing," should the mayoral concept be retained (which I support), needs to include zoning.
As Mayor, I want zoning control over where human and animal houses may be built. (I have it over the business of The Roost Cafe. And I would like to having zoning control over Re-Tail Shop and Town Hall which allow, for a fee, to relocate them to a preferred area.)
This is with consideration for future Public Works Projects and for paths.
This is for having a fairly well-organized town.
The lack of control, for such a feature, is maddening. This is a simulation game. "Animal Crossing [New Leaf]" operates on a day-to-day basis for player accomplishments. And to have to find ways to manipulate some control—with the introduction of a new human character—is a colossal, and perhaps maddening, waste of time.
How much sense does it make for "Animal Crossing: New Leaf" to not have this feature? Who would have his/her house built immediately next door to a Town Hall or a Police Station or a Re-Tail Shop—or an inch or so within walking down the steps to the beach?
Zoning control should be a feature similarly conducted in the Town Hall with same concept as the Ordinance. (This would be through the secretary. By the way: Can we have Isabelle split her schedule with a second character, just as Pelly and Phyllis do from inside the Post Office?)
Do you like being able to have an Ordinance?
Would you like also having Zoning Control?

The bottom picture shows a human house right where it should be. (That is, with the layout of using those default paths to highlight where I want houses built.) With the manipulated plot-resetting process, the above two pictures show that this game's arbitrary placement of incoming villager houses calls for the need for a player's Mayor to having zoning control.
