    How exactly would the government make decisions? They might make certain guidelines, and decide where spending goes, but thats for the good of the patients. For example in england we have a rule that patients with suspected cancer have to be seen by a specialist within 2 weeks. But the individual doctors obviously have the most say in the care - otherwise what would be the point of doctors??
