It depends on how many villagers you currently have, since when the wi fi switch is flipped, nothing is saved. Are you looking to keep Fang and still have Rosie move in ?
Yeah he's still available. I don't know much about how the cycling process works, but you can come by my town anyways to see if he'll still give the option to move into your town.
