I don't think it's exactly Kanji. Maybe it's the design that looks like it? In real life the kanji on the flower sign is「祝 開店」as this sign is supposed to be displayed next to the entrance door of newly opened shops, as a gift from someone. Though, it usually is sent just as a business manner. 祝 means celebrate/acknowledge, and 開 means opening, 店 means shop btw.
