My second choice would be hex or thunder wave.
Well usually a lot of people use Hidden Power & with the moveset for IVs you gave me, Rotom gets HP fire (which is the desired hp move)
I rarely see pain split because of it's inaccessibility. I've also seen Hex, Toxic, Thunderwave, etc.

Pain split for rotom is only available in Black & White 2 by move tutor, and I don't have those games.
So I do have the rotom you asked for, but no pain split. If you don't want it, I understand.
