I've never tried going back in time much, I think you still have to end up going forward to trigger someone to move.
Although, if you want to stay in October (I've been in October since August), once you get someone to ping and do step 11A (if you want to keep them) finish whatever you want to do that day then save and time travel 4 days backwards, then save and go a day forward. Someone should say something about moving as if you TT'ed 5 days forward.
