Advice on cycling a villager out?

My cycle town has Maple and I'm trying to TT her out so I can transfer her to my original town. It's been hours and hours of TT'ing and she still has not pinged me. Although I have lost a lot of villagers, she has not even pinged me once. Any advice on how to get her out? I now have 10 villagers and most of them BUT Maple has pinged me to leave.
