Do you have to cycle out 16 villagers from the moment the villager moves out or any number will do... just 16?

Say a town was new, and your villager was the 5th villager to move out.

Do you have to wait another 16 to get him back or another 11?

yes another 16 to get him back, is always same you have to cycle out 16 villagers to be able to have him again
