are all regular villagers (non-dlc) unlocked without amiibo cards?

I went ahead and made houses for all the villagers on main street so I could unlock all the items first. When trying to update the house for Leonardo today, I noticed he wasn't in my client list. When looking at the L-names, I see:
Lily
Lobo
Lolly
Lopez
Louie
Lucha
Lucky
Lucy
Lyman
No Leonardo though. Is this some weird bug or has anyone else seen this too?

Have you completed main street? Some villagers won't turn up until you have completed a certain number of the facilities, and I'm pretty sure Leonardo requires the hotel to be built. You also don't have Lionel or Limberg apparently.

Yeah I've noticed there are certain villagers that require other things to unlock them like the facilities, I've made a lot of houses so far, not finished by any means but I am pretty sure all regular villagers unlock at some point.

that's the strange thing. Isabelle is gone, and I'm pretty sure I've completed all the public buildings (finished music hall and hotel, which I believe are the last ones). I've also expanded all the buildings to their maximum size.

When you open the design list book thing, go to the section where it shows 18 villagers across a page and count the number of pages - you should have 19 if you've done all villagers, 18 complete and then the last page half filled. That'll let you work out how many you have to design for still quickly. And it's sorted by species, so it should be easier to find out who you're missing too.

I only have 17 pages complete. Jinglefruit, did you unlock all of them? I'm thinking maybe I need to fulfill some requirement I don't know about like expand more villager houses?
