TBT bells are earned by:
1. posting
2. selling items/villagers in the appropriate forums
3. selling art in the appropriate forums
Currently, you have 59 bells, which is more than enough for my signatures (as one usually goes for around 30 tbt).
To send another user bells, you only need to click on the amount of bells of the user you wish to send it to (under their avatar in the sidebar), enter the enter you wish to send and hit submit!
