Here is my personal ranking for cranky villagers (might be missing 1 or 2 or got personalities mixed up):
I haven't made one for jocks yet but the only jocks I like or would consider having on my island are Genji and Kid cat.

Oh for cranky they're all good to me haha! Like there's great designs, but honestly my #1 recommendation is to let fate decide with whatever cranky villager you first come along! Maybe I've just had exceptional luck, but I tend to latch onto the first cranky that moves into my town! In Wild World it was Wolfgang, Static, and Octavian (to a lesser degree), and in New Leaf it was Del! In New Horizons I have Wolfgang again and really love how they updated him with the bomber jacket and Ironwood set indoors!
Oh and I forgot, for jocks! I currently have Genji and he's to me probably the sort of prettiest of all the jock designs. Though I really really love Rudy! He looks like one of those really really old vintage stuffed animals with his face markings and those old plastic eyes that the whites get yellowed! Sooo cute!~

Hopper is my current cranky & one of my favourite villagers of all time! And since you don't have a penguin, he could be your sweet lil penguin representation on your island! He's super underrated too so you can probably get him somewhere for a pretty affordable price!
He is SO cute, is a great recipient of all the yellow clothes I don't want, and often sings in the plaza. Would 12/10 recommend this sweetheart!

Gaston is such a funny and cute cranky rabbit (with a mustache)!! I have him in my New Leaf town. Buck is such a funny and sweet jock horse that really really grew on me (also from my New Leaf town) who has thick eyebrows which I find unique and cute ^ . ^ I have Boots on my island and I love him, he's a jock alligator and the way he wears hats is SO CUTE :' )

Fang and Snake are my dreamies! Fang's design is plain but charming and Snake is just,,, a cutie.

There are so many good crankies! My favorites are Tom, Wolfgang, and Dobie, I definitely recommend them! For jocks, id say Poncho, Genji, Snake, Dom, and Rudy, are all good choices!

I love kabuki and genji, and they even make sense together. Kabuki has the music hobby too, which I think is very cute for a cranky villager. I know you already have a cat... but kabuki is the best. Croque is also cute and seeing him on a friend’s island made me reevaluate all frog villagers cause he was so little and cute (which made the deep deep voice so funny).
Almost forgot to mention Stinky! He is hilarious and weird and cute, a great combination.
