Camping: WHY YOU NO MOVE?

I have a villager I really want in my camp I just made I have 8 villagers + a camp and i have one slot still and i have had a camper as my 10th before but He wont move in no matter how many times I ask and i'm about to chain this bear to the tent and put it under tent arrest. Is there a problem??
And I DONT CARE ABOUR YOUR "TASTY WATER" I give snuggles to villagers I like D:< Screw your water

Sometimes they just won't move in. Well, I don't know if that's true. I tried once for an hour and finally Punchy agreed to move in, but that was painful. I'm sorry.

Some villagers are just really stubborn. It took me forever to get Fauna to agree to move in (I went in and out of the tent about five times and talk to her forever) She agreed... NEVER MOVED IN.

Yeah, I've successfully moved everyone else I've asked that were camping. She was the only one. It was pretty early in my game, she was the second villager from the campsite to move in. I wasn't too beat up by it since I just wanted a chance to have her in my town. Oh well, someday.
