Can we customize the site?

Didnt know how to put this but you know how the site changes it's design depending on the hour/season? Is there any kind of option/extension to make it so it stays one way forever? i like how it changes throughout the day that is such a great idea but i want it to stay on dawn all day (when the sun is starting to come up)
