Can you get a villager to join your town ifrom elsewhere at any point?

I usually wait until i have 9 villagers and then go to someone else' town and get a boxed animal to move to mine. But i just restarted the game and have like 6 villagers, can i get them to move even though i have only 6 or any number for that matter? They just don't start asking to leave until you have 10 isn't it?

Furthermore, if i have someone about to move in like a plot, you can't get a boxed animal to come over at that point can you?

If I remember right after getting all the initial set up stuff done and have 8 villagers they will start asking to move. But you need to talk to your villagers until they give you all the "tips" after one of your villagers tells you have to save your game and you have 8 villagers they will start moving
