Can you recruit more island villagers while resident services is under construction?

My resident services tent is currently under construction, my third mystery island villager (fifth total) is all moved in and I’m wondering if it’d be a waste of Nookmiles tickets to try my luck at some more villagers while I wait for it to be built?

Do you need to have a plot built and ready before you can convince new villagers to move in or something? I would appreciate any and all help!
