Can't hit Neighbors?

I accidentally hit my neighbor with my net, and she didn't react to it. Then I tried hitting her a few more times and she wouldn't respond. Did more parents complain? Just like they did with Resetti? I watched the Bit Block's Japanese video journal, and mayor Joshy could hit them and they would react to it. Did the North American release take that out?
