Nope. It hasn't been 100% proved that it can happen. People have claimed it to be done, but there hasn't been any evidence of a way to get someone else's campsite villager.

No,other players can't adopt villagers from your campsite.Only you can.Since the campsite is so random,you can't really order villagers from there.All you can do is convince the camper to move into your town and then TT them out and sell them or put them up for adoption.

Not "ordering" for your town, uh… What I meant is, a villager is camping in your town. Let's stick with the idea that you can't get the villager from your friend's town, but you could perhaps ask that villager to choose your town as a next camping place or something.
