So all you want is name, quote and chibi? just like ur siggy currently right? keep in mind the "x" may not be added unlesss an actual text because fonts have different designs. I will tell you how many you currently have when i finish making it!

Hm I think you do need a chibi because I can extract the colors for you, but the artists who ask you for a reference will need to know what the image or chibi looks like in order to replicate what you request. Do you have any image that would fit into what you described? I can do OC as well, so it doesnt have to be mayor, but having a character/mayyor/chibi would be nice! So will not accept untill other wise! Just so you can save ur money in case they reject ur request if u use my reference.

Okay. Ill look for a picture.
No problem! Make sure if it is a randomly drawn image that you give credit to the art, My best advice is to go to the museum and ask someone to draw your mayor or OC!
