Do you what the chance of getting a perfectly IVed pokemon is? It's in the tens of thousands. EVERYONE is competitive battling uses RNG or legal hacks. There's no way around it.

As for the people who IV breed and EV train the legal way, you simply can't get a good Celebi in-game. It's impossible. And Celebi is one of the best physical walls in OU.

Ok, so you're just gonna say tough luck to all the people who actually bred forever trying to get good EV's? Why do they even let competitive battlers use hacks anyway? What kind of hacked pokemon?

You don't breed to get EVs. You breed for IVs.

Pokemon is about skill, LUCK, and prediction, not about who's Lucario has a higher speed stat.

They're legit hacks; hacks within the limits of the game. All normal in-game rules apply, like the EV limit.

Luck is only a small factor.

I doubt it's possible. The lag is from the server. There's nothing anybody but Nintendo can do about it.
