Honestly the whole mechanic of how the villagers decide to do things seems intrinsically linked to where you are. I feel like they are coded to roughly track to where you are if they're nearby, and more likely to perform an action while on screen, to make it feel like you see them and they are actively doing things more often.
However this just creates an effect where whenever you get near them, you're much more likely to see them stop or start doing something - with the stopping immediately screwing up any pictures you want to take if you walk in on them doing something, and the starting screwing up any terraforming you might be doing because the first step is for them to try to get nearer before changing their action.

I really wish they would patch it so if you open your phone(/the photo/terraforming app) all villagers are locked into their current action. If they're singing or sitting or having a bout of the zoomies, then they keep doing that until you close the app again, and then they can change action.

They block me every single time.

I ended up giving up, and just shutting down the game.

I had to dig holes to block villagers coming over and sitting right on the tile I was trying to terraform.

I felt intense hatred towards them, and I don't like feeling that way.

It's perplexing why the developers seemingly wanted every single thing in this game, to be a grind and/or an annoyance, and want you to dislike your villagers.

Villagers blocking you when you're trying to complete an already loathsome task, isn't going to endear us to them.

Felt like the only thing I had to do was to put fences around me just so my villagers would not come into the area I'm terraforming. I feel like I should not do that but the way they were blocking me was just getting on my nerves.

I haven't had this issue unless I'm actively working around my shops or residential services area. If you time travel, you can always set the time so it's late at night or early in the morning if you are just trying to terraform so most of them would be asleep and less likely to get in your way.

It does get annoying but most of the time I take it as a sign to go take a break or work on something else on my island.
 
I've only done a small amount of terraforming on my island and I can safely say I've encountered the same problem.

When I was starting on a villager home, Judy plopped her bottom right next to the river I was working on.
When I started working on a new area entirely another day, Whitney sat herself to look at the waterfall I had just made, even though the area was one block only (meaning she blocked everyone, including other NPCs, from getting there). She left, and about ten seconds later (seriously, I got screenshots that would have the time stamps to prove it), Marina approached and sat in the EXACT same spot.

Weirdly though, especially with the latter area, the villagers rarely ever approach it any other time. I haven't seen them sit at that waterfall since.
 
Villagers always seem to block you period.
Mine like to plop their butts down on my bridges or block visitors into the airport. Why are they even able to walk down there?
Oh my god, I remember several months ago when I was still new to the game I was going to the Museum to give bugs and fish to Blathers and then I see Shari sitting in front of the entrance. She was blocking my way and I had no way of getting in. So I had to push her just to make her stand up and then she walked away.
 
I’ve had this problem too! A very helpful user on here informed me that if they sit down in your way, just run into them for a bit and they’ll reset and move out of your way. A lifesaver.
While that does help they will still walk back to the same place you pushed them and they would still be in the way. Trust me that happened to me so many times. I mean just move already and let me do my work!

Yeah, but that doesn't always work.

In fact, it hasn't worked (for me) in months.

I walk/run into them, just running on the spot, and they don't budge.
 
One thing the developers could have implemented was a dialogue wherein the villager would ask if they were in the way when they’re seated. Tell them yes and they would sit somewhere else. It seems like something they could do since they were able to program the villagers to get annoyed when you keep pushing them while they’re walking.
 
On my last game file Savannah was the biggest offender of this. I swear every time I wanted to work on pathing or landscaping she'd park her zebra behind in the way and not move til I saved and reloaded the game. Ugh and trying to place down plots in just the right spot is a pain when my villagers keep walking in front of me.
 
I have seen this in screenshots and videos, but I didn't realize it was such a common issue! I don't think I've experienced it much in my game or at least not to the point where it was bothersome. I actually kind of like when the villagers show up to keep you company when you're terraforming. I wasn't sure if that was a thing or if it was just random.

While it might be cute at first it can get annoying really fast. Your villagers would stand around where you are terraforming and they would just block what you're doing preventing you from building a cliff or making a river/waterfall. You have to constantly push them. Even when pushing them they would walk back to the same spot and still be in your way. I got so mad I pushed my villager all the way to the beach and dig holes around them just so they would not bother me again. I know this may seem like an overreaction but almost everytime I terraform my villagers would always give me a hard time.
 
I think it's kind of sweet that they come over to observe/hang out, but I've never had one plop down and directly get in the way. Normally I'd have more to do somewhere else so I'd work on that until they move. Maybe I'm too soft, lmao.

I have had villagers circle like sharks once or twice while terraforming, which was kind of unnerving.
 
I was wondering about this too. Everytime I start terraforming, all my villagers decide it's the best time to come near me to start sitting and getting in the way.
 
I mostly find this endearing. Sometimes it can be a bit frustrating but on the whole I just kind of like how at least one of them always just gravitates to where you are, even if they get in the way.

my little dog does the same sort of thing in real life. She never obviously follows me from room to room. But she always ends up in the same room as me, often sleeping (she is 13 so she sleeps a lot) literally underfoot. It can be irritating when i trip on her or step on her tail (plus i feel really bad), but it is also a very cozy feeling, since I love my dog so so much and like us always being together.

obviously the situation is not the same, but maybe this is why, despite occasional annoyance (as noted above the irritation can be very intense, idk why) I overall still find it loveable.

I am also not a very serious terraformer though. I don’t spend hours doing it, and am not creating dramatic effects, so I might find it more problematic/ aggravating if I was doing more intense terraforming
