Dumb questions for AC-related art?

Hi there! I know I've seen a lot of custom mayor and villager art out there, but would I be able to find artists on this site? If so, which forum would I find them in (such as tbt exchange)? On another note, are tbt and igb art commissions even allowed since most artists charge real money?

Commissioned Art here can be found on the "Museum Shop" board:

Paying with TBT is completely allowed and most common. The really good artists usually have an option of payment with TBT and IRC.
I have not seen an art shop that accepts IGB in a while, but it is still allowed.
