Empty random islands?

So I'm at the point where I just put up the three new villagers spaces. Ever since all the random islands I went to are empty. I have been to 5 and all are empty.

Does that mean that the three new houses will be random and you can't invite three from random islands?

I know you can later with a campsite, but I'm wondering about the first three than Tom Nook asked you to build.

The first three houses that Tom Nook asks you to build will be filled with three random villagers, unfortunately. I was wondering about this as well, as I have yet to see an island have a villager on it.

Yes, I believe so, this was the case for me and my friends. After Tom Nook asks you to set up the 3 houses you won't be seeing anymore villagers on the island trips. You have to wait until they've all moved in. And your next "forced" villager will come via the campsite. Afterwards, I believe the villagers will start showing up again (I'm not there yet so I can't confirm this.) Another note, all the 3 villagers will be of a different personality type. I personally, got Normal, Lazy and Peppy villagers.

Ahhh I see so the three houses are why islands no longer have anyone on it?
Before I put the houses up all my islands had a villager on it I even asked one to move in, but idk when she will if the three houses are already taken by randoms

Ahhh I see... I just found out that if you place the homes and finish all the furniture, THEN all the islands will be empty. But my gf placed all the homes but didn't finish the furniture, and she still had villagers on random islands

I have already completed all of the houses and they are all currently occupied but I visited at least 3 different islands already and I still don't see anyone there. So, I'm not entirely sure why! Maybe the villager you invited is next to move in after you build another plot?

I started going on the nook islands before I had the option to build houses and I ran into villagers. I asked two to move on to my island and they both ended up moving in when I got the houses ready. Got Pangu and Molly from the islands. I didn't find another animal I wanted by the time I built the houses so I got Rex as my random 3rd move in

I have two houses ready. I’ve asked one villager to move in (before the second house was furnished and “ready) and the animal I invited was NOT on the sign. When I do the third one, will the animal I invited arrive or is it totally random?

But my gf placed all the homes but didn't finish the furniture, and she still had villagers on random islands

I think the reason she may have been able to find villagers is because she did not yet finish the furniture. I'm not 100% sure as I was hoarding materials so I was able to finish all my houses without using a ticket. But I know for a fact that I stopped seeing villagers after all the materials for all 3 houses was finished.
