Envelope Addon in Shop

I was curious what feature the envelope addon gives, i know it says you can send PMs to # of people but isn't it the same as using the ; in pms?

ie: Kaiaa; Justin; Jeremy; Jennifer (allowing me to PM 4 people at once)

also is it a stackable addon?

You can only send pms to like 3 or 4 people at once. I know mods or people who have it can send more pms to people. I don't think its stackable.
