1) Hopper: I've been a fan of his since the GameCube game. He was in my original town in that game, but I restarted that one unfortunately. I managed to acquire him in New Leaf last year and am happy to have him living in my bird town.
2) Boomer: I like unique designs and Boomer has always been one of my favorites since the GameCube game. The aviator's hat and goggles look great, and his house in New Leaf is awesome. I might have to adopt him in the future.
3) Sprinkle: She's one of my favorite Peppy villagers and I've had her in my towns a few times. A fine villager.
Honorable mentions go to Cube, Gwen, Roald, and Tex.
