getting the 3-star rating?

I unlocked the evaluations yesterday and I had 1 star - I didn't change anything in my town.
This morning, a new villager moved in and I am on 2 stars. Isabelle is saying I need more population..
I have another villager moving in tomorrow so I assume tomorrow I will be at 3 stars.

I am not planning on changing anything in my town. I have very minimal public works projects down, a couple of lamps here and there and a fountain. I do have quite a lot of flowers though (I think like 80). I have 3 bridges and 2 inclines.

Sounds like you may be good based on the number of PWPs and villagers. The lamps and fountain would count towards decor.
 
I was kinda shocked to get 1 star because I picked every weed, I have a bunch of planted flowers and trees. I have items placed around the town. I thought my town would get 2 stars. The only feedback from Isabelle was we need more villagers so I'll work on that in the meantime. I heard getting to 3 stars was really difficult for some people so I'm expecting an uphill battle...
 
Isabelle's suggestions are randomized from just that, a list of suggestions. She isn't verbatimly telling you what needs to be done. If you talk to her multiple times in a row, you'll see she is just cycling through them.

How many bridges and slopes do you have? I was trying to do the bare minimum, following guides too, but have been unable to reach 3 stars in my current state.

I have
7 villagers
1 Bridge
0 Slopes.

The reviewers and guides fail to state how many bridges and slopes they had when unlocking terraforming. But I have heard you need around 6-7 villagers minimum.

Since I am now on day 3, while still at 2-stars, and I know someone personally who was fluctuating back-and-forth between 1 and 2 stars yesterday, it may not be scripted.

Ankha is moving in tomorrow as my 8th villager, and I will be funding a slope today. For sure the game is going to finally give me 3-stars tomorrow.

yeah, after I posted that I actually revisited Isabelle again, and she started throwing shade at my decor skills again by saying it definitely needs some work. Gonna start ignoring her.

to answer your question, I have 1 slope and 1 bridge, 7 villagers with Pudge moving in tomorrow as my 8th and another slope construction on the go. I'm currently on 2 stars (as I was this morning) but I don't think there's anything left for me to do, kind of assuming and hoping I'll be at 3 stars tomorrow.
 
I'll be getting my 8th villager on Thursday most likely! I'm at 2 stars right now and my 7th moved in today and Isabelle still says I need a bigger population. I have good amounts of outdoor stuff and flowers and trees and I pick weeds every day so hopefully I reach 3 stars by the end of the week!
 
I think villager number is the most important thing here. Yesterday I had 2 stars with 7 villagers, 100+ fences, 25+ furniture, lots of trees/flowers, one bridge, and no slopes and Isabelle kept saying population was the top priority. Today I have a 3 star rating and the only change is my 8th villager moved in.
 
Does anyone know how many weeds you're allowed to have in your town? I really like the looks of them and I would hate having to get rid of all of them..

You can always replant them. I plan on having a bit of a 'wild' island so that's what I am planning to do.

Thanks for that. I do think 10 villagers is a little overkill, especially when reviewers have said they've did it with 6-7 villagers and 25 items outside. I think the biggest key for early 3 stars is maybe the bridges and slopes.
 
I unlocked it with 8 villagers, but I do have a lot of trees, flowers (also different types), furniture and a crapload of fences.
 
Do you really need 55 pieces of furniture? Also do you have to hold a 3 star rating till Saturday or can you drop and still unlock K.K and terraforming.

As long as Nook confirms K.K. is officially coming, I don't see why not. I did the same thing for the furniture required by the 3 new villagers. As soon as Nook confirmed I got the job done, I immediately took everything back and pawned it.

Wrong, you're a bit overkill on that. To get 3 stars you need only some of those things: 7 villagers, around 30 items outside, around 30 fences, around 30 flowers, and two PWP including both Bridges and Inclines (Not bridge exclusive)
 
Sounds like we are narrowing down what it takes. Everything seems to be a hidden point based system. So if you have like 5 bridges, you might not need all 10 villagers. If you only have 2 bridges, you might need all 10. Same with the other requirements.
 
Yesterday I had two stars and today I have four

I have all ten plots placed and sold, but only eight have actually moved in. I do, however, have about 200 flowers and fences each, and about 30 crafted furniture items outdoors
I also have four bridges and two inclines

I had one star yesterday, then 2 stars today and after I crafted a bunch of furniture and placed randomly on the beach (lol), Isabelle gave me a 3 star rating.
