Okay, so I shot Gulliver's UFO yesterday and found the spaceship part which is now in my house. But when I searched the beach this morning to find the UFO it wasn't there. Does the UFO appear at the beach EXACTLY 24 hours after you shot it or not?

you have to talk to gulliver, find 5 pieces (I think) and then give them all to him that day, not tomorrow morning/etc.

To OP, for accf, yes Gulliver should be there on the beach the following morning.
Possible reasons why not: another higher ranking special visitor might block him.
In which case you will have to wait till they go.
I don't think this is the reason tho, haven't got enough experience to say.
Are your gates open? edit: Close your gates.
Go in and out of a building and look again along the beach.

The Gulliver scenario is quite bit different to acww.
There is only one cog to find, not 5 as in acww.
The possibility of a higher ranking visitor - in acww you could only have one special visitor at a time.
You can sometimes get more than one at a time in accf, but it is unusual,
(source, Liquefy on the research boards of animalxing, no longer available).
Some visiotrs might block Gulliver, I don't really know enough to say for certain - possibly the lost kitten scenario.
Reaon is likely to be cos OP's gates are open.
Edit: shoot down Gulliver one day, and you find him & his crashed ship on the beach the next day - he remains all day (till 5.59 am the next day) and all your characters can talk to him (unlike acww). Give him the cog to get a gift - gifts the same as were given in acww.

Gulliver doesn't appear if your gates are open ie you are on wifi - I think, but I'm not 100% sure.
I would have thought he would reappear once you closed your gates (assuming you were still in the day when he should be on the beach).
Edit: Plus you would possibly have to enter & exit a building, even have to reload the game (but I don't think so), entering/exiting a building should be enough if he wasn't on the beach after you closed the gates.
If you time travel, that is likely to have lost him for this visit.
He only appears the day after you shoot him down.
