I got the game 2 days ago (which I think was the EU release...?) and yesterday I got 12 amibo cards..

I got; Sheldon, Diana, Gruff, Cheri, Benjamin, Lopez, T-Bone, Puck

and I got 6 special cards; Digby, Isabelle, Kapp'n, Luna, Tom Nook & Nook

I bought just one pack in Japan and got Luna. Then I just bought singles, often for a little more than a cost of a retail pack here. Was much more satisfied going that route!
