Has anyone experienced this reaction from a villager before?

I was talking to Ruby, maybe 4 or 5 times consecutively, when she just didn't want to talk to me anymore, and a black spiral-y thing appeared on top of her head as she walked away, like she was tired of talking to me or something

I've never experienced this with any of my villagers before, I don't know if that's just a peppy thing?

Nah, it's a thing all the villagers can do if you talk to them too often.

Yep, I have. Barumun is correct in that if you talk to any villager too many times within too little of a time period - they'll get "stressed" as you describe.

I did not know that, I knew that they can be annoyed if we talked to them a lot but now, i will be cautious. usually i talk to them max 4 times in a row because they always say the same thing so i have no choice
