Having troubles with getting a perfect town.

I have read somewhere that you must have atleast 10 projects,70 something flowers,and like 100 something trees and I'm pretty sure I have around that amount, but whenever I go talk to isabelle all she does is tell me I don't have enough public works projects...I have around 14 now, is there something I'm doing wrong?

Spread out your projects, trees, and flowers. Make sure your projects aren't counting against you. Just keep adding to your town to how you want it to be.

And most of all...BE PATIENT!

I'm glad.

I had a perfect town for a day or two, but a villager moved out, and suddenly my town was 'underdeveloped'. I had to build another public works project for it to count as a perfect town again.
