okay, for mouse I'd recommend to use the lineart tool on Paint Tool Sai!
I already recommended it to Mayor Essy and she tried it out, she improved her art hella lot!! (you can look into her gallery's latest work if you're interested)

i'm using fire alpaca rn and it doesn't have a line art tool. how much is paint tool sai again?

I've read that, but I never used it so I can't tell anything about that. Drawing lines with mouse is a pain, so better use a lineart tool. If fire alpaca doesn't have a vector/lineart tool, then I'd switch to a different program, like Sai.
umm well lol idk how much it costs... ^^'' *heavily sweats* you could try the trial before you buy something, to look if you're comfortable with the program

oh.. I don't know anything about that ;-;
GIMP also has a vector/lineart tool but I never used Gimp before, so I can't really help there T_T sorry..
