I have a profile pic that is supposed to move, but its not. i paid for the moving avatar too...

The size ofvthe original picture, what is it?

If the avatar size goes over 100 x 100, it loses it's animation. That's what happened with my avatar. Just find one that is animated and meets the 100 x 100 size.
