Help!

I'm hosting a giveaway in my town and a newbie gave me a negative rating!
I had gifts all set out in front of the train station. No where else obviously.
The giveaway stated to take 2 items per person and she took 3 and ran off away from the station, so I powered off. But since I'm so nice I decide to give her a second chance. I invited her over again and she just ran off again. I gave her a negative rating for not following rules, then she gave me a negative rating saying that It wasn't in my post. What do I do? Isn't it common sense not to run off without asking first. I only had wrapped gifts in the front of the station. How do I remove this?
