To be honest, you can't. Best possible free forum software to go with is Phpbb. As for online website building, I don't really know.

Try the magic of google. It has all of the answers. No matter what, there is no way around spending money because you need a domain and monthly hosting, so if you don't want to pay anything at all, websites aren't the thing to build. I would suggest building a blog if you want free. Blogger works well.
