House exteriors, do they add HHA points?

I love the sweets them but I absolutely HATE the fence....would it add HHA points for having a complete exterior as well? The guide book doesn't emphasize on it so I am not sure.
 
I believe once you've gotten all the house upgrades, the exterior counts towards the score.
