Yes, you get to it by going past the cones when the cone is moved to the side between 8 and 9 on random week nights.

Sometimes, I don't exactly know when, the cones in the right side (tunnel entrance) are gone. If they are gone, you can go in and that's where Resetti's home should be. Good luck.

you have to go into the city, after 11 pm (i think) and go to the left side of town where the gate thingy is and you may be able to walk in

Its from 8 to 10pm I beleive!!!!!

You can't get to his Surveilance Center through the Town. Though, you can through the City. On any random night after 8pm, run to the East of the City, and you may see the cones moved, and a light shining. If so, you can walk back there, where you'll see Resetti! There, he gives you the Silver Shovel, which gives you double the money when you hit a rock. You can visit him more than once, but you only get 1 Silver Shovel from him. I hope this helped you!
